If a plugin skill's source can't be used any more, the agent launches with its existing copy and a warning instead of failing.
A plugin skill copy whose remembered source can no longer be projected is kept, with a plugin_skill_kept warning, instead of failing the launch; an agent selecting that plugin refreshes it at its next launch.
